Via Instapundit, John Tanner (TN) is a "no." Tanner's retiring this year. He's concerned about the effects of this bill upon the deficit.

UPDATE: The Hill reports that Lincoln Davis (TN) will also be voting against the bill:
In a major development, Davis told The Hill March 21 he will vote no, saying, "I'm going to vote exactly the same way." Davis voted no in November.
Are the undecideds breaking against the bill?
